Third Bulletin: Program, and Role of Participants. Dear Participant in the Kavli-CERCA Conference: Attached below you will find the intended program for the meeting, arrived at following lengthy discussions among the organizers and feedback from a number of outside individuals. As we promised, the format of this conference is quite different from a standard meeting. Over one half of the meeting will involve panels and open discussion. This is in line with our intent to encourage discussion and debate while exploring important outstanding questions in cosmology, particle physics, and astrophysics. Each session will generally involve one or two short talks, followed by panel discussions, with a moderator for each session. It is the aim of the organizers that all invited participants should be encouraged to actively and dynamically discuss topics throughout the conference. We are striving for an informal atmosphere where participants feel free to introduce and explore new ideas. The number of participants has been deliberately limited so that such interaction is possible. In order for the conference to be successful, everyone should be prepared to play an active role, in coordination with other colleagues. Conference organizers will be in touch with the moderators of each session to discuss in detail the general issues that might be discussed, and we will charge each of the moderators to contact their panel members to coordinate the framework of their presentations. Moderators will be charged with making some brief opening remarks to frame the overall discussion, choosing the order of speakers, fielding questions, monitoring time, etc. They will also present a slide listing a series of questions to help guide the discussion. Panelists will be asked to prepare SHORT statements, with perhaps one or two slides, relating to the theme of that panel, in coordination with the session moderator. Note that fully half of the panel discussion time allotment will involve open discussion among all participants. The goal of the talks, and panel presentations should be to set the stage for, and in some cases no doubt, to provoke the discussions to follow. We would like to foster lively interactions and the exchange of ideas, not a series of individual statements. We realize that this is a gamble, and that the success of the meeting will depend strongly on the abilities of the participants to work within this framework, but we are confident that if we are successful, the meeting will help clarify in all our minds what are the key issues that might drive the future of our field. We look forward to an interesting and entertaining time together in October. During the first week of October we will send out a final bulletin, with any revisions in the program, and logistics associated with arrival, maps, etc. Note that you should have already received emails asking about participation in a number of events, including the orchestra concert at Severance Hall, and Steven Weinberg's public lecture on October 9th.
